About Bala Mandir

Bala Mandir is a registered society which has been actively working for the welfare of the children from a disadvantaged background. It is a non-profit organisation which was founded in 1949 and has an impeccable track record of a highly ethical and professional approach.  Bala Mandir is well known for working towards holistic and all-around development of the children under its care. 

Bala Mandir was founded by Sri K. Kamaraj in 1949 when two abandoned newborns were found in Congress grounds. He entrusted the infants to his esteemed associate, Smt. S. Manjubhashini, a distinguished freedom fighter and charged her with a noble mission – to establish a Home for these innocent lives. The two founders, along with Sri Ramnath Goenka, established the institution with a strong foundation and paved the way for the holistic and all-round development for thousands of orphans, destitute and socio-economically deprived children, who come under its care.

Bala Mandir was set up in 1949 as a Registered Society and it continues to be one. Till his death in 1975, Sri. Kamaraj was guiding and leading Bala Mandir. His death left a big vacuum. In 1979, through the efforts of his successors, the structure of Bala Mandir underwent a change, and it was renamed ‘Bala Mandir Kamaraj Trust’ while retaining the essential nature of the entity – a registered society. Through a well-documented Memorandum of Association (MOA), the management structure and processes and the role of the Board of Trustees and the Executive Committee were formalised.

The main campus is located in Chennai, Tamil Nadu at No.8 G. N. Chetty Road, T. Nagar, Chennai -600017. Bala Mandir also has another unit in Nagercoil. We have no other branches. However social workers are located in various districts and they operate from their homes for servicing the needy children who are located in these  districts.

At an overall advisory level, Bala Mandir has a Board of Trustees – persons with experience and eminence who safeguard the assets of the organisation, play the role of friends, philosophers and guides to the management team of Bala Mandir, and ensure that the initiatives for the future are well directed and pursued with rigour. At an operating level, the management of Bala Mandir lies with the Executive Committee (EC). The 20 members of the EC are elected from and by the General Body of volunteer members and they volunteer their time and expertise for the specific responsibilities they undertake within Bala Mandir. A few among them hold office to oversee the efficient and smooth functioning of its various service activities. Headed by the President, Honorary General Secretary and Treasurer, the EC meets quarterly to review the progress in each area and plan for corrective actions where necessary. 

Bala Mandir’s activities are divided into “units” which work independently in specific areas under the directions of one of the EC members. The units are supported by a common group of support services including Accounts, HR, IT, Donations and Sponsorship, Administration etc. which enable the unit to concentrate on the core activities. All these areas are headed by paid employees who form the backbone of the organisation and handle the day-to-day work. This team helps achieve the clearly defined goals in each area, through a well-planned routine / calendar established over the years. They are encouraged to excel and perform efficiently while remaining committed to the code of conduct, ethics and value systems of Bala Mandir.

Bala Mandir’s activities are now organised into the following 5 verticals/units –

The rich history of Bala Mandir Kamaraj Trust over the last 75 years has helped shape its values and approaches. As the name implies, Bala Mandir – a temple for children, is where every child is cared for and helped to develop and grow. Historically the organisation has chosen to work closely with the Government in all areas of its work and taken a conservative approach. In the last 10 years, the organisation has successfully worked on many outward looking projects with good success. Without changing its intent and the core values, Bala Mandir plans to leverage on its inherent strengths to meet the needs of a much larger number of children who are facing various difficult situations. While working on improving “scale” in all its activities, Bala Mandir will also focus on measuring and improving the “social impact” in all its activities. The future plans of Bala Mandir will be driven by the underlying theme of the 75 year celebration – Every Child Matters.

About Children’s Home

Bala Mandir has two homes for Children – one in Chennai and another in Nagercoil. These homes are currently meant for children in need for care and protection. All admissions to the home happen with the approval of CWC (Child Welfare Committee). 

The admission to the Nagercoil Home is only for girls above the age of 6 years and they can be in the Home till the age of 18 years.

The admissions to Chennai Home currently happen only for children below 6 years of age – both boys and girls. Even babies/ infants are admitted into Bala Mandir Home in Chennai and this is a unique feature of the Bala Mandir Home. The children in Bala Mandir Home are classified as being under one of the 3 units – (1) Adoption Unit for children who have been identified for being given in Adoption. (2) Reception Unit for children who have been rescued under various circumstances and are expected to be in Bala Mandir for a short period of time till clarity emerges on their future & (3) Children Home Unit which has children who are expected to grow in Bala Mandir for longer period of time.

The children who live in Bala Mandir homes are either orphans or destitute children and all of them from socio-economically challenging backgrounds.

Bala Mandir home currently does not have the special resources to manage special needs children and all the children who live in Bala Mandir homes are neurotypical children.

Bala Mandir is a registered SAA (Specialised Adoption Agency) under the Central Adoption Resource Authority (CARA) and follows all the adoption related guidelines prescribed by them. Refer –   https://cara.wcd.gov.in/.  The Bala Mandir social workers conduct home studies and also follow up studies by visiting the families of prospective adoptive parents, as needed.

The waiting time under CARA would depend on various conditions and it varies over time. Bala Mandir has no control over this. Please contact our adoption team at the office to get an idea of the time frame.

Children who have a guardian are rehabilitated back to their families. The children are counselled and prepared for the transition.  In the case of orphans / children without any family support, Bala Mandir continues to support the children financially till they settle down. The girls may continue to stay in the “After Care Unit” of Bala Mandir

Bala Mandir Homes receive government grant for supporting its homes. This however takes care of part of the expenses incurred in the Homes.  Apart from this there is a food sponsorship, education sponsorship and also general donations from well wishers and regular donors. Bala Mandir has also started supporting children who are not supported by government grants for whom we seek individual sponsors to cover their expenses.

Bala Mandir plans to expand its capacity of the Chennai home and start admitting more children under the non-grant category and eventually convert it to a hostel for children studying in Bala Mandir schools.

About Volunteering and Involvement

Yes, Bala Mandir welcomes committed individuals as volunteers. Most current volunteers are part of the Executive Committee. You may contact the administration to explore available opportunities.

Volunteers may contribute to academic support, extracurricular activities, therapy and special education assistance, or administrative and outreach work, depending on their skills.

Volunteers form the backbone of the Bala Mandir management and are actively involved in fund raising and management of the institution.

About Donations and Funding

Bala Mandir is funded through a combination of Government grants for specific programmes, donations from individuals and CSR donations from corporates, both from India and overseas. Bala Mandir also has access to income from rental income and interest on bank deposits (from past endowment donations) which provide stability to the organisation. The organisation is growing fast and creating a strong social impact on increasing the number of beneficiaries and this calls for fundraising on an ongoing basis. There are also infrastructure improvement projects which needs to be funded.

Donations to Bala Mandir are eligible for tax exemption under Indian law. The necessary certificates will be provided for claiming tax benefit. Bala Mandir is also FCRA-approved for receiving foreign donations.

Bala Mandir’s management overheads are negligible since this is entirely managed by volunteers. There is also virtually no fund raising cost other than direct bank charges. The Admin costs are also small and normally less than 5%. Hence most of the money donated is used for the direct benefit of the beneficiary children.

Endowment donations are so classified based on the specific instructions from the donors. These donations are deposited in the bank and only the interest earned from the deposits are used for operational expenses to support the beneficiaries. This ensures that the principal amount is not disturbed and it helps the institution plan its future activities with confidence. From a donor perspective the long track record of Bala Mandir and its professional management processes should provide the confidence that their money would be put to good use even in the future. The endowment donations can be given a name of donor’s choice with the possibility to top up the endowment amount at any time by the donor, their family members or friends.

Food sponsorship is one of the well established and old processes in Bala Mandir. Donors are allowed to participate in the meals with clearly established guidelines. All activities of Bala Mandir are CSR compliant. Bala Mandir team is familiar with the CSR processes and can provide the necessary documentation to support CSR donations.

Bala Mandir conducts formal impact studies for most of its activities and the same is shared with the donors. 

Legal and Organisational Structure

There is no direct government involvement in Bala Mandir activities. However, Bala Mandir works strictly under the guidelines defined by the Government in all its activities. It is a registered non-governmental organisation (NGO).

No. Bala Mandir is an independent secular organisation and is not affiliated with any specific religious group, corporate entity, or political body.

Yes. It is registered under the Tamil Nadu Societies Registration Act and has all necessary approvals including for tax exemption, CSR registration and foreign contribution (FCRA).
